NZQA's Targeted Review of Qualifications.

This review looks like it could be a real opportunity to address some longstanding concerns with the system, and the drivers of duplication and proliferation of qualifications.  But, like all these things, the devil is in the details.  How should NZQA (and its various advisory groups) make sure the implementation of the package of changes hits the mark?
